yes it is.
6xy is equal to 1 * 6 * xy which is equal to (1 * 6) * xy which is equal to 6 * xy which is equal to 6xy.
6xy is also equal to -1 * -6 * xy which is equal to (-1 * -6) * xy which is equal to 6 * xy which is equal to 6xy.
therefore, two of the factors of 6xy are 1 * 6xy and -1 * -6xy.
here's a reference on factors that tells you the same thing, only with number rather than xy.
https://www.mathsisfun.com/numbers/factors-all-tool.html
you can see in the reference that two of the factors of 20 are 1 * 20 and -1 * -20.
if you assume that 6xy is equal to 20, then 1 * 20 becomes 1 * 6xy and -1 * -20 becomes -1 * -6xy.
to determine if a number is a factor of another number, you divide that other number by the number to see if it divides evenly.
to see if 20 is a factor of 20, you divide 20 by 20 to get 1, therefore one set of factors of 20 is 1 * 20.
to see if -20 is a factor of 20, you divide 20 by -20 to get -1, therefore another set of factors of 20 is -1 * -20.
similarly to see if -6xy is a factor of 6xy, you divide 6xy by -6xy to get -1, therefore one of the sets of factors of 6xy is -1 * -6xy.
this says that -6xy is one of the factors of 6xy.
