P= the sum of the lengths of the sides.

Use the fact that if there are two tangent lines meeting at a point outside the circle, then the lengths from that point to the point of tangencies are equal. For example, in the first diagram, given the 9 cm length, the length of the segment directly counter-clockwise that segment is also 9 cm.
