What is the equation of the other line? If the other line is not already in it, convert it into y = mx + b form (like the line you gave, y = 3x - 2). Next look at the slopes (the "m" in y = mx + b -- in the case of the line you gave me , it is "3"). If they are the same (for example, if your other line is y = 3x + 5), then the lines are parallel. If they are negative reciprocals (for example, if your other line is ), they are perpendicular. If they are neither (for example, if your other line is y = -5x + 5), then they are neither.
