There is some mistake in the problem formulation.

Indeed, it says
    "The ratio of AB to BC and BC to CD is 13/17."

It assumes  TWO  VALUES  for the  TWO  RATIOS,  but the problem gives only  ONE  value.

Did you miss one value ?
