The length of the band = 4 times the distance between the centers of adjacent pencils (4 times 7 mm)   PLUS 

                         4 times the length of the 90° arc of the circle of the radius 3.5 mm (4 times %281%2F4%29%2A2%2Api%2A3.5 mm) :


The length of the band = 4*7 + 4*(1/4)*(2*3.14*3.5) mm = 4*7 + 2*3.14*3.5 mm = 49.98 mm.
