This post has ALL of the characteristics of a bad question, aside from the fact that none of what you have asked is answerable the way it is presented.
The first part of your question makes no sense whatsoever. The example for the part labeled 2 is meaningless and a false statement. You do not specify whether you have to use all four 4s for each of the numbers you want to represent. Further, did you intend to leave out the division operation. The part labeled 3 refers to a figure we can't see.
