What is the equation of a line that is parallel to the line 3x-2y=4

Using the standard slope-intercept form for an equation of a line is 

  where m is the slope and b the y-intercept.

Solving   for y

   3x - 2y = 4

      3x-4 = 2y

      | Slope m = 3/2
