Use the point-slope form to find a general form of the equation of the line whose slope is -1/3 and that passes through (2,3).

y-3=(-1/3)(x-2)
y=(-1/3)x+(2/3)+3
y=(-1/3)x+11/3
As far as I know there is no "general form"; maybe you mean "standard form".
To get the standard form which is ax+by=c, multiply by 3 to get:
3y=-x+11
Then
x+3y=11
