There is not enough information to solve that.

Are they supplementary?

If so, m∠P + m∠Q = 180°
      (2x + 3) + (3x – 8) = 180
          3x + 3 + 3x - 8 = 180
                   6x - 5 = 180
                       6x = 185
                        x = °

and m∠P = 2x + 3 = 2 + 3 =  + 3 =  +  =  = 64 2/3°

Are they complementary?

If so, m∠P + m∠Q = 90°
      (2x + 3) + (3x – 8) = 90
          3x + 3 + 3x - 8 = 90
                   6x - 5 = 90
                       6x = 95
                        x = °

and m∠P = 2x + 3 = 2 + 3 =  + 3 =  +  =  = 34 2/3°
