line y=(2/3)x-4 has a gradient of 2/3.

Any line perpendicular to this has a gradient of -3/2. And y-intercept=3, as given in the question.

So, from y=mx+c, we get
y=(-3/2)x+3

Again, this is a correct answer. However the equations are usually quoted without fractions or without negatives.

2y=-3x+6
--> 2y+3x=6
