y = -1 is a horizontal line ___ reflection is PERPENDICULAR to the line of reflection

so the horizontal component, x, of the point doesn't change

the y component of the point is 5 units (4 - -1) ABOVE the line of reflection
___ so the reflected value will be 5 units BELOW the line of reflection

so ___ Q' is (3, -6)
