IF these are complementary angles then:
(2x-3y)+(x+3y)=90
2x+x=90
3x=90
x=90/3
x=30 degrees.
y=0 degrees.

IF they are suplementary angles then:
(2x-3y)+(+x+3y)=180
3x=180
x=180/3
x=60 degrees.
y=0 degrees.
