It's the same as the number of distinguishable arrangements of RRRRWWWWBBB.

That would be 11! if we could tell the R's apart, the W's apart, and the 
B's apart.  But since we can't, we must reduce the 11! by dividing it by
the factorials of 4, 4, and 3.

Answer  = 11550 signals.
