Any rotation is not considered to change the order.

If the even numbered chairs are together, so are the odd
numbered ones.

So there are 5! ways to arrange the even chairs (E)
and 5! ways to change teh odd chairs.  

Answer 5!*5! = 5!2 = 1202 = 14400 ways.
