I assume that the two representatives have the same status, that is the order chosen does not matter; i.e. Fred and Mary is same as Mary and Fred. In that case we want the number of combinations of 2 students taken from a population of 21 students. This is given by
(1) n = 21C2 or
(2) n = 21*20/2 or
(3) n = 210
Answer: 210 ways.
