If this is a 2 person committee, then there are 8*11 = 88 ways to do this.

(8 choose 1) ways to choose 1 woman from 8 women.
(11 choose 1) ways to choose 1 man from 11 men.
(8 choose 1) * (11 choose 1) = 88.
