Depends.

Is it a round table such that each of the 15 people has exactly two neighbors? Or is it a long table with seating on one side so that 13 people have two neighbors and 2 people have one neighbor each? Or is it a long table with seating down down both sides such that 11 people each have 2 neighbors and 4 people have one neighbor each. Then, in the last case, do you consider a person's vis-à-vis a neighbor or not?
