It depends on how many characters the plate has, this varies from state to state.
If it is 6, which is common, and if duplicates are allowed, such as BBBBBB, then it's the number of choices (21 + 9) to the power of the # of characters.

That's only an example, if only 4 are allowed, it's 30^4 or 810,000.
Without vowels, you can still make WTF and irritate a lot of people.
