That wording makes it impossible to tell which of these could be labelings:  46792AG, A46792G, GA67922, EX11111, E22222X, 55566JO.  

I will pick this interpretation:

A company labeled its product such that each carries 5 digits WHICH ALLOWS
REPETITIONS, THEN FOLLOWING THE 5 DIGITS, a Vowel and AFTER THAT, a Consonant.
How may labelings can be made under this arrangement?

Choose the 1st digit as any of 10 ways.
Choose the 2nd digit as any of 10 ways.
Choose the 3rd digit as any of 10 ways. 
Choose the 4th digit as any of 10 ways.
Choose the 5th digit as any of 10 ways.
Choose the vowel as any of 5 ways.
Choose the consonant as any of 21 ways.

Answer 10∙10∙10∙10∙10∙5∙21 = 10500000 ways.
