I don't know what problem the other tutor has with your question....

You are simply choosing 9 of the 17 boys, without assigning any sort of order to the selections. A selection without concern about the order is a combination. If, instead of just selecting 9 boys to play, you were assigning a batting order for 9 boys, then order clearly matters, so you would have a permutation.
