with a combination, different sets with the same elements in a different order are considered part of the same set and are not counted separately.

with a permutation, different sets with the same elements in a different order are considered separate sets and are counted separately.

if you want to make a team of 2 people out of 3 people and you don't care what position within the team each person will take, then you would use a combination.

if you want to make a team of 2 people out of 3 people and you want to make one of those people the leader and the other person the assistant, then you do care about what position within the team each person will take and you would use a permutation.

assume the people are ann, bob, and charlie.

without caring about which position each takes, your possible teams are:

ann and bob
ann and charlie
bob and charlie

with caring about which position each takes, your possible teams are:

ann is the leader and bob is the assistant.
ann is the assistant and bob is the leader.

ann is the leader and charlie is the assistant.
ann is the assistant and charlie is the leader.

bob is the leader and charlie is the assistant.
bob is the assistant and charlie is the leader.

caring about what position each take means that order is important.
