The way the description is written makes it meaningless. Even so, a proportion can be found for what you try to present. The description tries to equate 4:3 to 28:b, and you want to find this unknown b.

Say or write it like this:
The ratio of the number of my textbooks to my story books is 4:3. If the actual number of my textbooks is 28, then how many story books do I have?



You should see the 28 cut into four equal parts, each being 7. b will satisfy the proportion if it is 21.

b=21.
