if you start with a 4 by 6 and you want to increase the dimensions by 150%, then you would multiply each of the dimensions by 1.5.
4*1.5 = 6
6*1.5 = 9
your new dimensions are 6 by 9.
the original dimensions are increased to 150% of what they were.
if you start with 4 by 6 and you want to decrease the dimensions to 2 by 3, then you would multiply each of the dimensions by .5.
4*.5 = 2
6*.5 = 3
your new dimensions are 2 by 3.
the original dimensions are reduced to 50% of what they were.
note that you are increasing or decreasing the dimensions.
