1 liter of 25% antiseptic contains (0.25)(1liter)=0.25liter antiseptic.
That will make (0.25liter/0.15)=1.67 liter of 15% antiseptic.
To make 1.67 liter of 15% from 1 liter of 25% she must add 0.67 liters of water.
