9% of 30% is equal to .09 * .30 which is equal to .027 which is equal to 2.7%.
the percentage of milk in the container is 70%.

the percentage of the mixture that is not water is .91 * .30 which is equal to .273 which is equal to 27.3%.

the breakdown of components in the container is:

27.3% mixture that is not water.
2.7% mixture that is water.
70% milk.

add up all the percentages and you get 100% as you should.
add up the percentages in the mixture and you get 30% as you should.
divide 2.7% by 30% and you get .09 which is equal to 9% as you should.

looks like this is your answer.

the fact that milk contains a percentage of water is not a consideration for this problem.
