Use the fill rates as amount of tank per amount of time, so you would have the filler as 1/9 tanks per hour, and the drain as tanks per hour, IF it were fully open.

Filling Rate is this, if the filler is fully open and drainer is HALF open:
tankfulls per hour

tankfulls per hour.
This assumes that half-open drainer means half the drain rate for that opening.

Uniform rate equation to do a particular job on a tank; in this case, filling it according to the conditions described.

Solve for t, the time to fill this tank with the drain being half opened.
