---------------
Amt. of 0% solution is "30-x" L; amt. of active ingredient = 0(30-x)=0 L

Amt of mixture is 30 L ; amt of active ingredient = 0.10(30)= 3 L
---------------
EQUATION:
active + active = active
0.30x + 0 = 3
x=10 L (He should add 10 L of 30% solution)
30-x=20L (He should add 20 L of water)
