because they are looking for the percentage increase you must find the percent of the total production outside the us in 1950 and in 1997. to find the percent made outside the us you must first find the total, by adding both sums and dividing by the production.
so 10577/(10577+8006)x100=57% of total production of automobiles was outside the USA in 1950
repeat the steps for 1997
53463/(53463+12119)x100=81.5% are produced outside the USA.
to find the total rate of increase subtract 81.5 by 57, to get 24.5%, to get the yearly increase divide 24.5 by the amount of years (47) to get 0.52% per year increase in production outside the USA.
