You could use proportions...

1.6/1.5 = x/90
.
90*1.6 = 1.5x
.
1.5x = 90*1.6
.
1.5x = 144
.
x = 144/1.5 = 96 miles
.
OR
.
You could determine the miles per 10th of an inch and then multiply
.
1.5 in. = 15 tenths
.
We want to know how many miles per tenth of an inch.
So, we divide 90 miles / 15 tenths.
.
6 miles/tenth of an inch
.
1.6 inches = 16 tenths of an inch
.
6*16 = 96 miles
.
