0.20x + 0.60(400-x) = 0.40*400
---
Multiply thru by 100:
20x + 60*400 - 60x = 40*400
-40x = -20*400
x = 200 ml (amt. of 20% solution needed)
400-x = 200 ml (amt. of 60% solution needed)
