Let x represent the time for second pipe alone
Question states*** per min the Equalizer
1/9 + 1/x = 1/6
Solving for x by mulitplying thru with 54x, so as all denominators= 1
6x + 54 = 9x
54 = 3x
x = 18min, the time for second pipe alone

2/18 + 1/18 = 3/18 = 1/6
