I've tried putting 25 over 5,130,632 then x over 100. 100 x 25 = 2500 divided by 5,130,632 does not pass the resonable test.

The word "of" in nearly all word problems means multiplication.
Thus 25% of something means to multiply the something by .25.
So .25 * 5,130,632 = 1,282,658
