I have been staring at this question for about 15 minutes now. I have no idea where to even begin.

turns ratio transformer --> turns secondary winding to turns primary winding

if ratio is 16:3 then it should be 16 turns on the secondary winding to 3 turns on the primary winding

so that should be 5 1/3 turns secondary to 1 turn primary

so if 240 turns primary:

240 * 16/3 = 1/3 * 240 * 16 = 80 * 16 = 1280 turns secondary

1280:240 --> if divide both sides ratio by 80 --> 16:3
