Let x = the amount of soil in M^3 with 35% silt you need to add to 3m^3 of soil with 15% silt in order to make a soil with 23% silt

Volume % Silt Silt
Soil @ 15% Silt 3 15 .45
Soil @ 35% Silt x 35 .35x
Soil @ 23% Silt 3+x 23 .45+.35x
.23(3+X) = .45 + .35x
.69 + .23x = .45 + .35x
.69 - .45 = .35x - .23x
.24 = .12x
x = .24/.12
x = 2
