To solve this you are going to want to set up equivalent fractions or ratios:
Anna uses 2/3 cup milk for 18 fritters, or (2/3)/18
Anna uses x cups milk for 6 fritters, or x/6.
Now set them equal and solve for x:
(2/3)/18 = x/6
(2/3)*(6)=18*x
4 = 18x
x = 4/18 = 2/9
So Anna will need 2/9 cups of milk for 6 fritters.
