Hint: Solve the equation 30%2F75=x%2F90 (note: the numerators are minutes while the denominators are number of diplomas) to find the value of 'x' which is the number of minutes it will take to hand out 90 diplomas.

30/75=x/90
Find the least common denominator and multiply each side by it. In this case it would be 450. So it turns out to be 450/1*30/75. Cross out the similarities and it becomes 6/1*30/1. Then multiply the other side by 450. x/90*450/1. Cross out the similarities and it becomes x/1*5/1. Over all you get 180/1=5x/1 which is the same thing as 180=5x. Divide 180 by five to get the variable by itself and the answer is x=36.
