Here is the given information:
12% 0 yrs
32% 1-6 yrs.

9% more than 12 yrs.
We want to know the missing percentage that represents 7 - 12 yrs. Since the information given covers all #s of yrs. from 0 to the highest # (more than 12), we know that the percentages, including the 7-12 yrs. should equal 100%, because it covers 100% of the possibilites. So since we have 3 out of 4 %ages, we will add them together and then subtract that from 100. The difference is your answer:
12 + 32 + 9 = 53%
100 - 53 = 47%
