Step 1. 52%=0.52 by definition of percent.

Step 2. Let Total Cost = T

Step 3. Cost of popcorn = $11.70 = 0.52*T since 52% of Total Cost or T=11.70/.52= 22.50

Step 4. The total cost his friend spent was $22.50.
