Let E = Population of East High School

Looks like two equations and two unknowns:
W= 2E - 250
W + E = 2858

Substitute the W from the first equation into the second equation:
W + E = 2858
(____) + E = 2858
(2E -250) + E = 2858
3E - 250 = 2858
3E -250+250 = 2858 + 250
3E = 3108
E = 1036 = Population of East High
W= 2E -250 = 2(1036) -250 = 1822 = Population of West High

Check: 1036 + 1822 = 2858
