The "one-hour" will run for 60 minutes. This consists of "actual program" time plus "commercial" time.
The commercials will be 3/7 of the "one hour", so the commercials will take up 3/7(60) = 25.7 minutes, leaving (60-25.7 = 34.3) minutes for the actual program

3/7*60=180/7=25.7 minutes of commercials in 1 hour.
60-25.7=34.3 minutes of programming in 1 hour.
