REDUCING YOUR FRACTION BY DIVIDING EACH TERM BY 31 YOU GET 5/3.
5/8:3/8=40/24=5/3 IS THE RATION OF VOTERS FOR MAYOR RIOS TO THOSE WHO DID NOT VOTE FOR HIM.
