Convert each mixed number to decimal form
4 & 2/5 = 4.4
2 & 1/4 = 2.25
1/8 = 0.125

1 bag weighs 4.4 kg
3 identical bags weigh a total of 3*4.4 = 13.2 kg

The restaurant used 2.25 kg of flour and spilled 0.125 kg.
