watch is 12 minutes fast.
it showed 7:15 am when the time was 7:03 am
showing 15 minutes past 7 when the actual time is 3 minutes past 7 means the watch is 12 minutes fast.

the appointment was for 9:45 am.
when he arrived, his watch said the time was 10:40 am.
since his watch is 12 minutes fast, the actual time he arrived was 10:28 am.

10:28 am minus 9:45 am means hw was 28 + 15 = 43 minutes.
15 minutes was from 9:45 am to 10:00 am.
28 minutes was from 10:00 am to 10:28 am.

he was 43 minutew late for his appointment.

As it is given in the post, the problem can not be solved, at all, since the input data is not enough for it.

In his solution, @Theo assumed implicitly (without making it directly), that the rate of
Cameron's watch is normal, although it does not follow neither from the text nor from the context.

So, as given, this post is badly worded puzzle, but not a Math problem.
