1 1/2 = 1 & 1/2 = 1 + 1/2 = 1 + 0.5 = 1.5
In short,
1 1/2 = 1.5

(24 cookies)/(1.5 cups of sugar) = (36 cookies)/(x cups of sugar)
24/1.5 = 36/x
24*x = 1.5*36
24*x = 54
x = 54/24
x = 2.25
x = 2 + 0.25
x = 2 + 1/4
x = 2 & 1/4
x = 2 1/4

Answer: 2 1/4 cups
