8 green + 2 red + 6 white = 16 total candies

Those 16 candies drop to 16-1 = 15 after the first candy is chosen.

The fact it says the first selection isn't white means we know 100% that we have m = 6 choices for the second slot.
This is out of the n = 15 left over.

Dividing the two values gets us
m/n = 6/15 = (2*3)/(5*3) = 2/5

Answer: 2/5 (choice C)
