To avoid equations with fractions, I would use the "4/11" to set this problem up using

4x = # of $2 notes
11x = # of $5 notes

Then the equation I have to solve is almost trivial: the number of $2 notes is 28 less than the number of $5 notes

She saved 4x=16 $2 notes, worth 16*$2=$32, and 11x=44 $5 notes, worth 44*$5=$220.

ANSWER: She saved $32+$220 = $252
