The ratio of sugar to chips is
1 1/3 : 1 = 4/3 : 1
If 1 2/3 cups of sugar (5/3 cups) are used, then the number of cups x of chips needed can be found using the proportion
(4/3):1 = (5/3):x
"cross multiply" to solve.
Another way to set up the proportion is to compare the amount of sugar being used to the amount in the recipe:
And again cross multiply to solve.
