her total cost would have been 15 + .04 * 15 = 15.60 including tax.

at 20% discount on the cost of the item, not including the tax, the sales price is 15 - .20 * 15 = .8 * 15 = 12 dollars.

4% tax on 12 dollars is .04 * 12 = .48.

her total cost is 12 dollars plus tax, or 12.48 including tax.
