I will solve it step by step.

1.  87 cents * 4300 = 374100 cents.  It was the budget before postage increase.


2.  New postage budget is 2% more and is equal to 374100*(1+0.02) = 381582 cents.


3.  So, the company can send now  = 3974.8 large envelopes = 3974 if to round to the nearest smaller integer.


4.  Now the ratio under the question is  = 0.075814   or   7.5814%.
