He starts with 9 L of milk and removes
3 L, leaving 6 L of milk

He adds 3 L of water, giving him 9 L
of mixture
------------------------------------
He takes out 3 L of the mixture, leaving
6 L of mixture which is still in the ratio
milk/water =
-------------------------------------
He pours in 3 L of water. The amounts of
milk and water he already has are:
4 L of milk
2 L of water
giving him the 2:1 ratio and adding up to 6 L
-----------------------------------------
Now he has
4 L of milk
5 L of water ()
----------------------------
The ratio of milk to water is now 4 to 5
